It was an unauthorized book and I recall that Kevin Burns took action. It wasn't just an ebook, there was a print run, leaving the author with a large number of copies that couldn't be sold. I remember the author offering to send out free copies, (or maybe asking for postage & packing) to anyone who wanted the book. I'm in the UK and he was only mailing them out within the US so I never got hold of one. I believe the agreement was that if he just distibuted freely then they were nothing more than printed fan-fiction, he just couldn't make any profit by selling them. Wouldn't have recouped his losses on the printing either.

There are some more details about this book on this site, including the prologue. It seems interesting, but I can see why it wouldn't be authorized. Still, I wish the mysterious author would publish it online as Fanfiction, which is perfectly accepted- there have been some amazing, novel quality stories on those fanfiction sites, and many people read them.
The only fan I know of who was actually authorized to publish a book was Ron from that thread, who is connected with Kevin Burns and asked him, but sadly, to my knowledge, his books couldn't get to a publisher- it really is a shame, it would be nice to have some more official Classic LIS content- new books are coming, but they are all based on the new series. However, there is always fanfiction, which can be written for free and made easily available to read!
